Building and Improving the Socialist Rule-of-law State in the Context of Sustainable Development in Vietnam and Arising Legal Issues

Abstract: 

In the context of Vietnam’s reform process, the task of building the “Socialist Rule-of-Law State of Vietnam” - understood as a mode of organising and exercising state power based on the supremacy of the Constitution and the law, for the people, recognising, respecting, ensuring, and protecting human rights and citizens’ rights - has become a strategic mission. Meanwhile, sustainable development, as a comprehensive process of social transformation, increasingly serves as the guiding principle for shaping contemporary political life and represents a fundamental goal of socialism. From this perspective, the article analyses the evolution of the Communist Party of Vietnam’s thinking on a socialist rule-of-law state, clarifies the context, content, and requirements of sustainable development, identifies the relationship between these two strategic tasks, and suggests certain legal issues to be addressed so as to contribute to the building and improvement of the Socialist Rule-of-Law State of Vietnam, thereby realising the goal of sustainable development.
