Electoral Gender Quota: the Cases of Sweden and France, and Lessons for Vietnam

Abstract: 
Gender quotas are one of the most common tools employed by countries around the world, including Viet Nam, to promote women’s political participation. Like many other tools, gender quotas need to be refined and adapted to each social context to be effective. For this reason, there are different types of gender quotas, as well as different methods of implementation
By implementing gender quotas, Sweden achieved equal gender representation in its Riskdag in 1994. France also achieved positive results in their two most recent National Assembly elections, despite struggling with gender quotas since their introduction in 2000. As Viet Nam is also using gender quotas in General Elections, it is important to study and learn from other countries’ implementation of this tool. By studying the quota systems adopted by Sweden, France, and Viet Nam, the article aims to make recommendations for Viet Nam on improving electoral gender quota policies with the goal of promoting women’s roles and positions in the political system.
