The Politburo’s Resolution No. 66-NQ/TW on reforming the development and implementation of laws to meet the requirements of national development in the new era emphasises that the current period requires “improving the effectiveness of law enforcement, focusing on building a law-abiding culture”. To contribute to the realisation of this policy, this article analyses and clarifies the concept and connotation of a law-abiding culture, the criteria for its assessment, and the solutions for building and strengthening such a culture in Vietnam in the new era. The ultimate aim is to further improve the effectiveness of law enforcement, thereby consolidating and advancing national development, for a better, more civilised society that is capable of achieving faster and more sustainable growth.
