Vietnam's accession to the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired, or Otherwise Print Disabled marks a significant milestone in ensuring the right to access knowledge and culture for persons with disabilities. To domesticate these international commitments, Vietnam’s intellectual property legislation has established a specific legal framework for authorised entities to reproduce and convert works into accessible formats. This article analyses the facets of legal liability applicable to these organisations, including responsibilities during the reproduction and conversion process, as well as the distribution and management of accessible format copies. Furthermore, the article clarifies the legal sanctions that may be imposed on authorised entities in the event of non-compliance. Consequently, the study underscores the vital importance of strict legal adherence to maintain a harmonious balance between humanitarian objectives for persons with disabilities and the protection of the legitimate rights of authors and copyright holders.
