The article analyses the concept, nature, and socio-legal structure of disciplinary liability of civil servants in the context of building a rule-of-law state in Vietnam. By analysing relevant theoretical perspectives, the article further elucidates the dimensions of disciplinary liability, including legal obligations and disciplinary measures. It also investigates the current state of disciplinary measures through data on violations and the mechanisms for assessing civil servants’ accountability, thereby identifying inconsistencies between the law and practice and clarifying the causes of violations. Based on these findings, the article proposes solutions to strengthen disciplinary liability with the aim of building a corps of civil servants characterised by integrity and professionalism, thereby contributing to improved governance effectiveness and enhanced public trust.
