Concomitant with the accelerating processes of urbanisation and population expansion, escalating real estate prices within these regions render homeownership largely unaffordable for low-income workers and vulnerable demographic groups. Consequently, the convergent solution pursued by nations is the imperative development of a robust social housing fund to mitigate the current critical housing deficits. Vietnam has implemented numerous policies related to social housing, such as incentive policies for enterprises and credit loan policies for labourers. However, current social housing policies still contain several limitations, such as failing to ensure access to housing for low-income workers and vulnerable groups, and inadequate control of the exploitation of these policies for personal gain. Through researching the social housing policies and management experiences of Japan, Thailand, and Indonesia and assessing the current implementation of social housing policies in Vietnam, this article proposes several solutions aimed at ensuring the right to access social housing for low-income workers and vulnerable groups in Vietnam today.
