Các hệ thống đánh giá tín nhiệm dựa trên những hệ tiêu chí nhất định với những mục đích khác nhau đã được triển khai ở nhiều khu vực và quốc gia. Ban đầu các mô hình này chỉ áp dụng trong lĩnh vực tài chính nhưng thế giới đang có xu hướng ứng dụng những hệ thống tương tự cho nhiều lĩnh vực khác như quản trị kinh doanh, di trú, an sinh, bảo vệ môi trường, phòng ngừa tội phạm, nhằm thúc đẩy tuân thủ pháp luật và trách nhiệm xã hội. Công cuộc xây dựng Nhà nước pháp quyền xã hội chủ nghĩa ở Việt Nam với những yêu cầu về quản lí xã hội và phòng, chống vi phạm pháp luật cũng cần quan sát và cập nhật xu hướng đó. Bài viết tiếp cận một mô hình đánh giá tín nhiệm như vậy từ góc độ lí luận liên ngành luật học và một số khoa học liên quan. Thông qua việc phân tích khái niệm, xác định các thành tố của hệ thống tính điểm tín nhiệm công dân và các yếu tố bảo đảm hoạt động của hệ thống cũng như chỉ ra ý nghĩa của hệ thống trong bối cảnh Việt Nam hiện nay, bài viết góp phần xây dựng khung lí thuyết cho việc thiết kế và vận hành hệ thống này ở Việt Nam.
