Abstract:
Vulnerable persons have always been among the groups prioritised for support in Vietnam, and criminal law serves as one of the key legal frameworks through which the State protects the rights of this group-both as offenders and victims of crime. This article analyses the provisions of criminal law related to the protection of vulnerable persons, from before the codification in 1985 to its development in the 1985 Penal Code, the 1999 Penal Code, and the 2015 Penal Code. Based on key Resolutions of the Politburo regarding the building of a new era in Vietnam, the article proposes several major directions for improving the protection of the rights of vulnerable persons through criminal law.
